"28mm scale" doesn't mean 1:28
Tabletop wargaming's "28mm" (and similar "32mm heroic scale") describe an approximate miniature height, not a true ratio scale, and they're often stylized taller/bulkier than a strict ratio would produce — a "28mm" figure is closer to roughly 1:56–1:64 scale if you back-calculate from average human height, but manufacturers vary this deliberately for visual presence on a tabletop. For true ratio-scale conversions (vehicle models, dioramas, architectural models), the numbered scales in the dropdown are exact; for wargaming height conventions, treat any ratio conversion as an approximation.
Scaling a multi-part model
If a model is made of multiple parts meant to fit together (a vehicle with separate wheels, a figure with separate weapons), scale all parts by the same percentage so their mating surfaces stay proportional — scaling parts individually to different sizes breaks any interlocking geometry between them.
