Uniform scaling assumes proportional resizing

This scale percentage works for any single dimension because scaling a model uniformly (the default in almost every slicer) applies the same percentage to all three axes at once — if you only need one axis resized independently (non-uniform scaling), most slicers support setting X, Y, and Z scale separately, but then this single percentage only applies to the axis you measured.

When to scale in the slicer vs. the source file

Scaling in the slicer is faster and non-destructive, which is fine for a one-off resize. If you're going to reprint this exact target size repeatedly, or need to edit the model further at the new size, it's usually worth applying the scale in your CAD/modeling software once and exporting a new file, so you're not relying on remembering to re-apply a slicer scale setting every time.
